What Is a Guaranteed Surrogacy Program?
A guaranteed surrogacy program means one fixed price covers the entire treatment journey until a live birth — regardless of how many IVF cycles or embryo transfers are required.
In a standard program, intended parents pay for each additional attempt if the first one fails.
In a guaranteed program, IVMED absorbs those costs. If a surrogate cannot continue the pregnancy for medical reasons, a replacement surrogate is matched at no additional charge.

Ukraine pairs a low, fixed all-in cost with guaranteed programs that run until a live birth and a surrogacy law tested over more than a decade. The USA offers the widest eligibility but costs three to four times more. Georgia is priced close to Ukraine, but a draft law to ban surrogacy for foreign nationals has been pending since 2023 — a risk intended parents should weigh.

International surrogacy involves navigating two legal systems simultaneously: the country where the birth takes place and the home country where parentage must be recognised. IVMED’s legal team manages the Ukrainian side of this process in full, while preparing the documentation your own legal counsel will need for home-country recognition.
In Ukraine, surrogacy is regulated by Ministry of Health Order No. 787, which establishes clear procedures for parentage registration. Both intended parents are recorded on the birth certificate at birth — without a court hearing or parental order process. IVMED’s legal support covers the surrogacy agreement, civil registry coordination, and the exit document process for your child.

Q What is the difference between a standard and a guaranteed surrogacy program?
A standard programme covers a set number of attempts — which may include one or several IVF cycles and embryo transfers with a matched surrogate. If these included transfers do not lead to a live birth, additional cycles are priced separately.
A guaranteed surrogacy programme includes unlimited IVF cycles and surrogate matching until a live birth, for a fixed upfront fee. The guaranteed option costs more initially but removes the risk of open-ended costs across multiple failed attempts — an important consideration for couples who have already experienced unsuccessful fertility treatment.
Q Which surrogacy program is right for me if I already have embryos?
If you have cryopreserved embryos ready for transfer, the Own Embryos Programme is the starting point. Your genetic material is transferred to a matched surrogate without a new egg retrieval cycle, which is typically the most cost-efficient entry into a surrogacy arrangement. Confirm transport and import procedures for frozen embryos with the IVMED coordination team at your initial consultation.
Q Is legal support included in all surrogacy programs?
Yes. Every IVMED programme includes a notarised surrogacy agreement, birth certificate registration in the intended parents’ names, and exit document support. This covers the Ukrainian side of the legal process. For recognition of Ukrainian parentage in your home country, IVMED provides all required documentation and recommends that intended parents also consult a legal professional in their country of residence, as home-country rules vary significantly.
